Is There A Shake-Up Looming At City Hall?

By Abel Harding

dotlogoMonths after Jacksonville's Chief Administrative Officer was forced to apologize for his controversial dealings with a lobbyist during the Trail Ridge Landfill negotiations, he appears to be ready to leave City Hall.  Alan Mosley, who oversees the day-to-day operations of the City for Mayor John Peyton, is an applicant for the Florida Department of Transportation District 2 Secretary based in Lake City.

Mosley was roundly criticized by local media and by Council members for conversations he held with Attorney Paul Harden, who was representing Waste Management in its contract negotiations with the City.  "If in sharing this information with Waste Management's lobbyist, or anyone else, I have caused questions or have given the appearance that I was working against the city's efforts, I am sorry," Mosley told the Times-Union in April. "At no time was it my intention to undermine the city's legal position with my actions."  Mosley was also accused by Allen Williams, the city's former public utilities director, of pressuring him to sign an affidavit which boosted Harden's case.

Now, months later, it appears as if Mosley has tired of life in the St. James Building.  He joins 82 other candidates, including JTA's Suraya Teeple and FDOT's James Bennett, in applying for the position.  With his connections, he would certainly be considered the frontrunner for the post.

It would appear as if the Peyton Administration is about to undergo yet another shake-up.
